(d). An attempt to be made to cheapen the process of
extradition for the Chinese Government
either by the appointment of the Assistant Crow Solicitor to prosecute for a fixed fee or by making an arrangement with a Hongkong firm of Solicitors to undertake such pro- -secutions at low charges.
